The city of Eugene signed a contract with Flock Safety earlier this year , spending hundreds of thousands of dollars on a new mass surveillance system. These automated license plate readers give the Eugene Police Department the ability to track vehicles in the city, with no warrant or active investigation needed. EPD says it now shares this data only within Oregon . Flock Safety has previously demonstrated its willingness to share license plate data with federal law enforcement , although it recently announced it would halt its federal pilot programs involving the Department of Homeland Security .
