The Chattanooga-Hamilton County Regional Planning Commission voted 9-1 Monday to approve what some residents say is a controversial growth plan for the county’s unincorporated areas.

The plan raises density allowances for A-1 lots with sewer access, meaning developers will be able to build more homes on the same amount of land. It also eases restrictions on building in floodplains.

Before making their decision, commissioners heard from several residents who said the plan favors developers over existing communities.

“You can't pretend one size fits all just because it's more profitable for developers and home builders,” said Kurt Wells.

Others argued the changes reflect what residents have asked for.
