HARWOOD, N.D. — A $3 billion artificial intelligence data center is one step away from breaking ground in Cass County. The Harwood City Council is set to make a final decision Wednesday, Sept. 9, and tensions are high.

Public meetings have been packed, emotions have run hot, and not everyone is on board. It has even caused tension between city leaders in Fargo and Harwood. Fargo is working to annex the land planned for the facility. The Harwood City Council voted against that move, meaning Fargo will need a judicial order to finalize the annexation.
