NEW YORK (PIX11) – The MTA is projected to lose $900 million in revenue in 2025 despite measures put in place to prevent fare and toll evasion, according to a study from the Citizens Budget Commission.

It’s $100 million less than the agency lost last year, which was $1 billion. Unpaid bus fares cost the MTA the most in 2024 at $568 million, with unpaid subway fares, unpaid commuter rail tickets and unpaid tolls following behind.

Fare evasion on both subways and buses dropped between 2024 and 2025 – subway fare evasion decreased from 14% to 10%, while bus fare evasion fell from 48% to 44%, according to the study. Subway and bus fare evasion tripled from $305 million in 2019 to $918 million in 2024.
