ST. LOUIS, Mo. (First Alert 4) - The homeowner’s association (HOA) for the Valley Oaks subdivision in Imperial was notified this week that Jefferson County was terminating its street maintenance agreement with the subdivision.

“I couldn’t understand why we were being terminated,” he said.
Many of the subdivisions in unincorporated areas of Jefferson County own their own streets and are responsible for maintaining them. Jefferson County saw many HOAs didn’t collect enough money or have the expertise to maintain their streets, which needed to remain in good condition for use by the public or emergency vehicles.
