WEST MEMPHIS, Ark. - Things are looking bright in West Memphis.

The City of West Memphis said its utilities department is nearly fully staffed for the first time in years, with only two open positions.

The department isn't just investing in people. It's also investing in infrastructure. The expansion of the city's wastewater treatment plant will double its capacity, and a new substation is planned for the northeast part of the city.

City workers can also now test water samples in-house to speed up response times in emergencies.
