Most railroad tracks are owned by private companies, but they are governed and protected by federal law. That's why it's believed that the surge in federal resources coming to Memphis could help with the theft problem that ultimately costs consumers more money.
According to Cargonet, an organization that works to prevent and report cargo thefts, Memphis ranks second in cargo theft in the country. In 2024, Shelby County made up almost 70 percent of cargo thefts in Tennessee.
