NORFOLK, Va. (WAVY) — After multiple days of deliberation, a federal jury on Tuesday found in that three Norfolk Police officers did not conspire to falsify a 2020 accident report as part of a retaliation scheme.

The decision was handed down shortly before 4 p.m. Tuesday following a five day trial in Norfolk's U.S. District Court.

The eight-person panel ruled unanimously that there was neither any retaliation nor any conspiracy by the officers, and the First and Sixth Amendment rights of Brandon Williams, who brought the suit in 2022, were not violated.

The case came down to this: Did three Norfolk Police officers, now off the force, conspire to minimize the severity of a car crash because one of the officers previously gave the victim of that crash a ticket for trespassing?
