Surrey's city manager is asking council to negotiate with Apcon Group toward the design, construction, operation and maintenance of a rental housing development proposed for land owned by the City of Surrey at 10975 126A Street in Whalley.

Rob Constanzo in a corporate report coming before council tonight says a preliminary design package submitted by Apcon would see 430 rental units built in two wood-frame buildings on top of a shared ground floor concrete podium at the site.
