Five days after a youth baseball coach was struck by an apparent stray bullet near Houston, the U.S. Department of Homeland Security characterized the incident as an "act of terror."

But local authorities investigating the matter have not indicated the shooting was targeted.

A spokesperson for the Waller County Sheriff’s Office told Houston Public Media on Sept. 22, the day after the coach was injured , that three men were allegedly taking part in “recreational shooting” in the direction of the field when a bullet struck a coach in the upper arm.
