CHARLOTTE, N.C. (WBTV) - North Carolina Governor Josh Stein on Friday, Oct. 3, signed House Bill 307, also known as ‘Iryna’s Law,’ following the death of 23-year-old Iryna Zarutska , who was stabbed on a Charlotte light rail in August.

With Governor Stein signing ‘Iryna’s Law, there will be changes in how North Carolina handles the death penalty and capital punishment.

Right now, the state has 122 people on death row in North Carolina. That’s more than South Carolina, Georgia, Tennessee, and Virginia combined.

Due to ongoing legal challenges, North Carolina has not carried out an execution since 2006.

One expert said that wasn’t always the case, and he’s watching to see how Iryna’s Law will change capital punishment.
