Ten years ago this week, it appears that many entities were trying to figure out who was driving the bus – in more ways than one. From a child who was forgotten on a school bus to county government’s attempt at taking over the local EMS services to city councilors’ questions about employees’ “running amok” during work hours, the question of the week seemed to be, “who’s in charge here?”
