Sky News Political Editor Andrew Clennell has declared Anthony Albanese "rolled" his Treasurer by leaving him alone to hold the bag for the government's super tax backdown.

Jim Chalmers announced the cabinet had agreed to six "practical changes" to superannuation legislation in a last minute press conference on Monday.

The government will lift the tax rate to 30 per cent for super accounts between $3m and $10m and it will lift the rate to 40 per cent for accounts above $10m.

There were no signs of Mr Chalmer's original plans to tax unrealised gains after backflipping on the proposal; and his high-balance tax rates returned with a key indexation amendment, following pushback from economists.

It comes after Mr Chalmers vowed he would not be "changing policies we took to the election".
