ROCK ISLAND, Illinois (KWQC) - The Rock Island City Council is set to vote Monday on new licensing rules for homeless shelters and other social service providers as the city’s temporary moratorium expires.

The temporary ban , approved on July 28, paused the creation of new homeless shelters, food pantries, halfway houses and other social service providers. City leaders said the pause was meant to give staff time to draft a new licensing system for those types of facilities.

Under the proposed ordinance, providers would be required to obtain an annual license, pay a fee, complete safety inspections, and notify nearby property owners.

City leaders said the plan is meant to balance support for residents in need with neighborhood concerns about safety and overconcentration of services.
