FARGO — Several businesses who received Fargo tax incentives with the promise of creating jobs have not met their targets, according to an economic report.

Recipients of the payments in lieu of taxes program, also known as PILOT, reported they created 441 jobs in the city, according to the Fargo Moorhead Economic Development report presented Monday, Oct. 13, to the Fargo City Commission. Twenty of the 23 active PILOT businesses reported that they had created and retained 2,056 jobs, which is 110 less than the promised amount, the report said.
