HORACE — Another critical evening of discussion unfolded in Horace on Monday, Oct. 13, as the City Council reviewed cost-sharing options following rounds of public appeals about special assessments last week.

Council members worked through numerous scenarios Monday night, weighing how to balance resident savings with city responsibility. One idea involved the city taking on a greater share of costs in many districts.
