CLEVELAND — Cleveland City Council has approved new legislation setting rules for the use of "under-speed vehicles," such as golf carts, on city streets.

The measure , approved Monday night, sets speed, safety and registration requirements for small vehicles that can travel up to 20 miles per hour and weigh less than 3,000 pounds. They will be allowed on streets with speed limits of 35 mph or below, but only when used for business purposes — not as rentals or personal vehicles.

Drivers will need to have their vehicles titled and registered, pass a $150 annual inspection, and meet safety standards that include headlights, brake lights, and seat belts. Violations could result in a minor misdemeanor and a fine.
