OROVILLE, Calif. — On Thursday, a Chico woman was sentenced to six years and eight months in state prison for charges of child and animal abuse. 37-year-old Felicia Whitrock-Wyatt and her partner, 39-year-old David Petterson, pleaded no contest to the charges on September 18.

Butte County District Attorney Mike Ramsey said the couple's two non-verbal special-needs children, ages 8 and 10, were identified as victims of child abuse. In September, Ramsey stated that the couple admitted to the felony charges.

The case started when officers responded to the couple’s Glacier Peak Lane residence for an animal welfare check following neighborhood complaints on August 14, 2025. The home was found in unpleasant conditions, with feces and cat litter on the floor and a strong smell of urine and fe
