DURHAM, N.C. (WNCN) — A 16-year-old boy was shot and killed at his home in the Franklin Village neighborhood of Durham back in May, and a 15-year-old girl was arrested in connection to his murder.

Regina Mays, the victim’s neighbor, spoke in front of Durham's leaders on Thursday in search of solutions to the violence.

"I have been to multiple funerals of young folks under the age of 21; I knew them when they were elementary," Mays said.

During Thursday's joint city-county meeting, a group of Durham's top officials discussed the process of creating a comprehensive plan that can reduce crime and gun violence.

If the plan works, they expect at least a ten percent reduction in the homicide rate every year.
