A former Los Angeles Police Department officer, who fled the United States after being charged with fatally shooting a homeless man in Venice in 2015, flew into the country but was arrested at Los Angeles International Airport Thursday night and booked for murder, law enforcement sources exclusively told NBC Los Angeles Friday.
Clifford Proctor , who fatally shot Brendon Glenn, 29, in May 2015 following a dispute near the Venice Beach boardwalk, was initially investigated by then-LA County District Attorney Jackie Lacey in 2018 .
