SEDONA, AZ (AZFamily) — An investigation into harassment complaints found former Sedona Mayor Scott Jablow created a hostile work environment for the city’s police chief, according to an independent investigation into complaints filed by Chief of Police Stephanie Foley.
In the city’s investigation, it found Jablow interfered and undermined Chief Foley’s management of the Sedona Police Department, intending to force her removal. The investigation did not find evidence that Jablow’s actions were motivated by gender discrimination.
Jablow had also filed a harassment claim against Foley, but the investigation did not substantiate allegations that Foley harassed or retaliated against him.
