MINOT, N.D. — A Minot woman has been charged with murder following a Saturday afternoon shooting that left one man dead in southeast Minot.

According to a news release from the Minot Police Department, officers were dispatched around 3:04 p.m. Saturday, Oct. 18, to a residence in the 10th block of 39th Avenue SE after reports of gunfire.

When officers arrived, they found 38-year-old Lance David Phillips, of Minot, suffering from gunshot injuries. He was transported to a local hospital, where he was later pronounced dead.

Police took Racheal Kathryn Foster, 43, into custody at the scene. She was initially arrested for felony drug paraphernalia possession. After further investigation, which included interviews and evidence collection, Foster was charged Sunday, Oct. 19, with murder, a Cla
