A federal judge overseeing Baltimore’s police reform agreement says he was “very, very troubled” after seeing a viral video that appears to show a city police officer striking a man with his patrol car.

The officer, identified Thursday as Robert Parks, a five-year veteran of the Baltimore Police Department, has been suspended while an internal investigation continues.

During Thursday’s quarterly hearing on the city’s federal consent decree, U.S. District Judge James Bredar said he viewed the video ahead of the session.

“I saw the video, and it was very, very troubling,” Bredar said.
