PIERRE, S.D. (KELO) -- The Rapid City school board didn't violate South Dakota's open-meeting laws when board members suspended the district's former superintendent last year, according to the state Open Meetings Commission.

Nicole Swigart claimed that the Rapid City school board should have voted in open session whether to suspend her.

She also claimed that the school board should have been taking minutes of executive sessions and accused the board of illegally reaching decisions in executive sessions.

The state commission voted 4-0 on Monday there hadn't been an open-meeting violation.

State law specifically says government bodies can go into private executive sessions to discuss various matters, including personnel.
