One of the most maddening aspects of life in Toledo is the treadmill of failure to address problems which then become recurring issues creating justified doubt in the quality of city governance and law enforcement.

The shooting death of 19-year-old Jasmine Queen in the parking lot of a strip center at the corner of Hill Avenue and Reynolds Road about 4 a.m. Sunday is the latest tragic example.

Ms. Queen was one of three people shot when a fight at the Weekend Restaurant and Lounge spilled out into the parking lot. Her death is the second in just under two years at that location and the second shooting in two weeks tied to an alleged after-hours bar.

The Toledo Police Department says shutting down operations providing alcohol beyond the legal limit on hours of operation “is difficult.”
