RALEIGH, N.C. — North Carolina Gov. Josh Stein has called lawmakers back to Raleigh for an extra session of the General Assembly on Monday, Nov. 17, to address a major shortfall in the state’s Medicaid program.
According to a proclamation issued Thursday, the session is being convened “for the purpose of funding the Medicaid Rebase,” after the North Carolina Department of Health and Human Services (NCDHHS) warned that the program remains underfunded by roughly $319 million despite a $500 million appropriation approved earlier this year.
Stein’s order cites rising health care costs, increased program utilization, and years of underfunding as factors that left the Medicaid program unable to meet expenses without reimbursement rate cuts. NCDHHS began reducing provider payments on Oct. 1 aft
