LOS ANGELES – A 56-year-old man shot and killed by police after allegedly swinging a metal chain at passing vehicles and passersby in Watts was identified Wednesday.

At around noon Tuesday, officers from the Los Angeles Police Department’s Southeast Division responded to a radio call of an assault with a deadly weapon suspect in the area of Kalmia and 103rd streets.

When they encountered the suspect, he ignored officer commands to surrender, police said.

Detectives identified him Wednesday as Hugo Polanco, who was “using wires as a whip and attempting to hit passersby,” police said.

As Polanco held a “cluster” of the metal wires approximately seven- and-a-half feet in length, officers orders him multiple times to drop the weapon.
