NORFOLK, Va. — Officials from Norfolk and Virginia Beach urged state lawmakers on Tuesday to provide more resources to strengthen flood mitigation, one of the most pressing challenges facing Hampton Roads.

The appeal came during a session of the Joint Subcommittee on Recurrent Flooding.

“Flooding is no longer a future threat; it’s a present-day challenge that can present itself on any given day and demands coordinated action,” said State Sen. Angelia Graves.

Residents in flood-prone areas, such as Willoughby in Norfolk, said they experience severe flooding regularly.

“At its worst, it can be chest height. I’m 5'5", so it can be up to my chest or higher,” said Heather LaCasse, a Norfolk resident.
