Dr Umar un Nabi, the suicide bomber responsible for the November 10 car blast in Delhi, had previously met a Syrian terror operative in Turkiye in 2022. This meeting involved co-accused Dr Muzammil Shakeel Ganai and Dr Muzzafar Rather, reportedly under the guidance of their Pakistani handler, Ukasha. Investigators are currently probing the details of this meeting, as they seek to uncover the international connections related to the attack.

On Thursday, the National Investigation Agency (NIA) arrested Muzammil along with three others: Dr Adeel Ahmed Rather, Dr Shaheen Saeed, and Mufti Irfan Ahmad Wagay. The NIA plans to interrogate Muzammil to further explore the conspiracy's international ties. Sources indicate that the three doctors—Umar, Muzammil, and Muzzafar—spent about 20 days in Turkiye. Although they intended to meet Ukasha, who is believed to operate near the Afghanistan-Pakistan border, they were instead directed to meet a Syrian national.

Muzzafar later traveled to Afghanistan via the UAE and is suspected of joining al-Qaida. Umar had also expressed interest in going to Afghanistan but was instructed by Ukasha to return to India to execute larger terror plans for Jaish-e-Mohammed. Upon his return, Umar joined Al Falah University, where he helped establish a terror module that was accumulating explosives for future attacks before it was dismantled.

An officer revealed that Umar, Muzammil, and Adeel were in constant communication with three Pakistan-based handlers—Faisal, Hashim, and Ukasha—through Telegram. These handlers provided them with instructions, radicalization materials, and bomb-making videos.

The NIA has stated that the arrested individuals played a significant role in the Delhi terror attack and were also plotting similar attacks across India. Earlier, the agency had arrested Amir Rashid Ali, a plumber from Pampore, and Jasir Bilal Wani from Qazigund. Amir facilitated the purchase of the vehicle used in the blast and was aware of the suicide bombing plan. He had visited Pampore a week before the car purchase to arrange funds and returned to Haryana with Umar. Amir stayed with Umar for about a week, bought the car in his name, and left Pampore shortly before the explosion. Jasir is accused of providing technical support for terror attacks by modifying drones into rockets.

The J&K police had previously detained all the accused, uncovering a disturbing Jaish terror conspiracy involving highly radicalized doctors at Al-Falah University in Faridabad, following the discovery of Jaish posters in Nowgam.
