The family of a couple who drowned after driving into flood water on Queens Drive said their deaths were “completely avoidable” and that Liverpool Council “carries the ultimate responsibility.”
Elaine and Philip Marco died in August 2023 after their car became submerged in deep flood water on the main route through Mossley Hill. An inquest heard the road had been hit by several flooding incidents earlier that year, but the risk to life was not properly identified.
Senior coroner Andre Rebello recorded a conclusion of misadventure, saying the council’s failure to install warning signs had contributed to the tragedy, the Liverpool Echo reported.
