A newly discovered blog post about gender transition procedures and hormone therapies for minors resulted in a vote by the Legislative Council to send a proposed contract change with a consultant back to a subcommittee for further review.

In a voice vote with several audible dissenters, the Legislative Council on Friday approved a motion by state Rep. Ryan Rose, R-Van Buren, to refer the proposed contract amendment with consultant Evident Change back to the council's Review Subcommittee. Evident Change has offices in Oakland, Calif., and Madison, Wis.

The proposed $375,000 contract change revised the scope of work for Evident Change and revised the performance indicators to continue quality improvement reviews, according to Bureau of Legislative Research records.
