CHEYENNE — Will Edwards has been trying to bring live horse racing to Laramie County for several years at Thunder Plains, a mile-long track under construction 10 miles east of Cheyenne, which would be the first track of its size in the state.

After overcoming construction delays and permit approval challenges while also supporting and challenging ongoing legislative bill drafts, Edwards announced a major business change Friday in the final hours of the Wyoming Gaming Commission’s (WGC) annual fall meeting.

Despite sparking debate and Edwards’ initial hesitancy to share the business transfer news, Edwards and his development partner, father Bill Edwards, were still approved permits to host live horse racing in 2026 on a split vote by the commissioners.
