DUBUQUE, Iowa (KCRG) - A Dubuque man is facing charges after police say he allegedly threatened a city employee with a hammer and saw Monday.

38-year-old James Hammerand, of Dubuque, was charged with assault while displaying a dangerous weapon and first-degree harassment.

According to court documents, a city employee arrived in an alley near Hammerand’s apartment at 2:30 p.m. to discuss three complaints for breaking down wooden pallets that violated city code. Police say Hammerand became upset and “attempted to entice a fight” with the employee.

Court documents state Hammerand allegedly raised a hammer above his head close to the employee, causing them to get into their vehicle. Hammerand then allegedly approached the vehicle with the hammer.
