INDEPENDENCE does not need to be considered the “settled will” or even a “priority” for voters for a referendum to be called, MSPs have been told.

Holyrood ’s Constitution Committee heard from a panel of political experts on Thursday morning that it was impossible to precisely define the phrase “settled will” and that this should not be taken into account by Westminster when deciding to grant indyref2.

Tory MSP Jamie Halcro Johnston asked the panel whether it should be determined how important independence was for voters before granting a second vote on the issue.
