New Orleans' budget approval process got off to a rocky start on Monday with a spat between Mayor LaToya Cantrell and City Council members, with one council leader calling the mayor a "petulant child" after the exchange.

It began at a 9:30 a.m. meeting of the Revenue Estimating Conference, a six-member body Cantrell chairs that is tasked with recognizing general fund revenues for next year's budget.

Cantrell, arguing that her team hadn't been given enough time to vet the numbers, refused to allow council Budget Committee Chair Joe Giarrusso, a member of the conference, to present the $74 million in additional revenues identified by Mayor-elect Helena Moreno's transition for next year's budget.
