Around 200 homes have been evacuated and a major incident declared after two men were arrested on suspicion of explosives offences.
Derbyshire Police carried out a warrant at an address in Vulcan Street, Derby, acting on intelligence about materials.
Two men, one in his 40s and another in his 50s, have been arrested on suspicion of explosives offences.
The men remain in police custody.
Police said it is not being investigated as a terrorism incident and there is no wider risk to the community.
They added that the evacuations are a precaution to ensure the safety of those in the area.
