Pulling from their rainy day funds, both the city of Toledo and Lucas County are trying to stay afloat amid financial pressures and changing economic tides.
The Lucas County commissioners have passed a $208.8 million general fund budget for 2026, which is predicted to fall short of revenues by $12.1 million. The 2025 deficit was predicted to be $10.1 million, but projections show the county will end with a surplus of about $3.2 million.
Toledo Mayor Wade Kapszukiewicz unveiled his proposed $1 billion budget for 2026, with a general fund budget of $392.5 million. To balance that general fund budget, the city is proposing a transfer of $24 million from the capital improvement fund and $28 million from the budget stabilization, or rainy day, fund.
