When officers arrived and spoke with the driver, identified as 30-year-old Thomas Salim, they developed grounds to believe he was impaired by alcohol.
Salim was arrested at the scene.
He was transported to the OPP Sault Ste. Marie detachment for breath testing, but police say he failed to provide an adequate sample despite several attempts.
Salim is charged with operation while impaired, dangerous operation, and failure to comply with a demand.
He was released on an undertaking and is scheduled to appear in court on Jan. 5.
