FRANKFORT, Ky. — A federal judge has ruled in favor of Kentucky, 21 states and the District of Columbia and ordered the federal government to restore disaster money tied to a pre-disaster mitigation program administered by the Federal Emergency Management Agency that the Trump administration had unlawfully withheld, according to a release from Democratic Gov. Andy Beshear.

FEMA’s Building Resilient Infrastructure and Communities program provides funding to help communities better withstand major storm damage.
