A veteran attorney who brought cases for decades against the Department of Children and Families said the agency made missteps in the case of Jacqueline "Mimi" Torres-Garcia — the 11-year-old whose remains were found behind a building in New Britain in October.
Police said she had likely been dead for a year. Her mother, aunt, and the mother's ex-boyfriend have all been charged in her death.
