EBENSBURG, Pa. – S&P Global announced Thursday that it has lowered Cambria County’s general obligation bond rating two notches, from A to BBB+, and listed a “negative outlook” on finances.

“The downgrade and negative outlook reflect the county’s limited financial flexibility as reserves weakened materially due to two consecutive years of operating deficits and a large budget gap, requiring deficit funding to balance operations,” S&P said. ×
