Nebraska State Auditor Mike Foley said it can be hard to surprise him.

"When you've been at this job 11, 12 years as I have been, you think you've seen it all," Foley said.

But Foley said a deep dive into the little-known state agency called the Abstracters Board of Examiners left him shocked.

"Along comes the Abstracters Board, and you say, 'No, we haven't seen it all. There's something even worse,'" Foley said.

Foley released his scathing report spanning dozens of pages, wherein he accuses the then-director of gathering up "unearned compensation." Foley said following in the footsteps of the director's workplace activity was like tracking a cryptid.
