BURLINGTON, Vt. (WCAX) - Housing reform is coming to the Burlington city council agenda.

That’s according to the city’s progressive caucus, which unveiled its plans today.

Councilors Carter Neubieser, Marek Broderick, and Gene Bergman say they’re aiming to grow the city’s housing trust fund by a million dollars by creating a city property transfer tax.

They want to require that UVM keep a portion of their housing at a rent low-income students can afford, and are considering using the new state CHIP program to build permanently affordable homes.

They also say they’ll attempt to get a city charter change through the state to try to implement rent stabilization.
