HOUSTON (KIAH) -- Harris County Judge Lina Hidalgo held a press conference on Tuesday with other Harris County officials to remind residents of the importance of preparing ahead of disaster. The judge explained that the main reason for calling a meeting today was to ensure Houstonians prepare in advance, not when a storm hits.

"There are many things we can't control about emergencies and disasters, but one thing we can control are the partnerships, the strength of those partnerships, the ability of the various folks to work together. Ultimately the positive impact that we can have with the community. I am not going to pretend like there are not challenges right now. We all know that FEMA has been taking some hits and nobody is sure how they would respond where we do need them."
