CANANDAIGUA, N.Y. (WROC) — Investigators in Ontario County say over the span of a week, O'Neil Lollis of Canandaigua was arrested five times on charges stemming from five different incidents.
The City of Canandaigua Police Chief Matthew Nielsen explained that most of the charges against Lollis are considered minor offenses including trespassing, harassment or making threats of physical harm to others.
According to Chief Nielsen, Lollis is one of many repeat offenders in the City of Canandaigua. He shared how he's seen the number of repeat offenders increase in recent years and attributes the current structure of the criminal justice system in New York as the reason.
