KANSAS CITY, Mo. -- The same day legislators adopted new guidelines aimed at making the process to select an interim county executive more transparent, at least one Jackson County legislator is losing faith in the process.

A fourth public listening session in eight days was held on Thursday at Macedonia Baptist Church in Kansas City.

"Really, these public sessions are just kind of smoke and mirrors for whatever the inevitable has already been decided," Jackson County Legislator Megan Smith said.

Smith co-hosted a listening session herself on Wednesday night, but 12 hours later, legislators met to lay out those guidelines. Some people say they aren't perfect, but they do provide safeguards.
