FAIRMONT, W.Va. (WBOY) — A man has been charged after allegedly forcing an incapacitated adult to clean a Fairmont basement where he allegedly claimed "he wanted to 'rape' [the victim]."

According to a criminal complaint filed by the Fairmont Police Department, on Sept. 21, an elderly individual "who has mental and health issues" was forced to clean the basement floor of a residence on Michael Drive.

During that time, Peter Papio, 66, of Fairmont, made the victim "clean the floor on hands and knees by the threat of force," for approximately six to seven hours, officers said.

While the victim was cleaning, Papio exposed his genitals, "stated he wanted to 'f***,'" and attempted to "pull [the victim's] pants down"; Papio "even stated that he wanted to 'rape' [the victim]," according to the
