Developer Terra Capital has submitted an application to the Los Angeles Department of City Planning for a 42-unit residential project at 2219 South Wellesley Avenue, according to filings reported by Urbanize Los Angeles. The project site lies within walking distance of the E Line, qualifying it for Transit Oriented Development incentives intended to encourage higher-density housing near public transportation.
