Homeowners in Brainerd, Moorhead and Rochester will see property taxes rise by 10 percent or more next year, and the blame game begins. Democrats in the Minnesota House say Gov. Tim Pawlenty is to blame for holding down state level taxes. Pawlenty says the taxes are being driven by rising property values.
