Women and equalities minister Bridget Phillipson is "thoroughly and carefully" considering guidance from a watchdog regarding a ban on transgender people from single-sex spaces.
The guidance from the Equality and Human Rights Commission (EHRC) was passed to ministers on September 4, but ministers have repeatedly said they are taking time to review it before deciding on implementation.
The proposed code of practice will be used by businesses and other organisations to inform their provision of single and separate-sex services such as toilets and changing rooms.
